Michael Bailey OAM
Michael Bailey OAM is the Chief Executive Officer of the Northern Tasmania Development Corporation (NTDC), bringing more than two decades of executive leadership experience across business advocacy, regional development, governance, and stakeholder engagement.
Prior to joining NTDC, Michael served as Chief Executive Officer of the Tasmanian Chamber of Commerce and Industry (TCCI) for 13 years, where he led the organisation through a significant period of strategic transformation, strengthening its financial position, modernising operations and reinforcing its role as Tasmania’s peak business advocacy body.
Throughout his career, Michael has worked closely with government, industry, local government, and community leaders to advance initiatives that support economic growth, regional prosperity, and business confidence. His advocacy has contributed to major policy discussions spanning infrastructure, freight, energy, workforce development, regional investment, and the Launceston City Deal.
Michael is recognised for his collaborative leadership style, strategic thinking, and ability to translate complex challenges into practical outcomes. He has extensive governance experience, working closely with boards and serving as a director of TasBuild and a member of its Investment Committee. He is also a member of the Australian Institute of Company Directors.
As CEO of NTDC, Michael is committed to working alongside member councils, government, industry and community partners to strengthen Northern Tasmania’s economy, champion regional priorities and deliver sustainable outcomes for the region.
Michael was awarded the Medal of the Order of Australia (OAM) in recognition of his service to business and the Tasmanian community.

Chris de Bono
Chris is an accomplished major projects leader with extensive experience delivering complex infrastructure, investment and organisational initiatives across government and regulated industries. He brings a strategic perspective to project development, with strengths in governance, commercial decision-making and building productive partnerships that progress regional priorities.
Passionate about creating lasting value for communities, Chris is focused on translating ambitious concepts into achievable outcomes that support Northern Tasmania’s economic growth. Having previously lived in the region, he is delighted to once again call Launceston home with his wife and two daughters.

Steph Brake
Steph is a skilled facilitator and program designer with a background in health policy and service reform. She has qualifications in leadership, accounting and corporate governance and brings over 10 years’ experience in Tasmania’s public hospital and primary health system. Steph works as a health and social policy research consultant delivering a broad range of projects across government and the community sector, including coordinating the state and local government review of the Northern Tasmania Regional Land Use Strategy (NTRLUS).
Steph is known for her respectful, collaborative approach—creating space for diverse voices and turning complex challenges into practical, community-led solutions.

Stephanie Lodder
Stephanie is a skilled project coordinator and operations specialist with a strong background in stakeholder engagement, strategic coordination, and organisational systems. Originally from the North-West, she has lived in Tasmania for most of her life and brings a proven track record from her work with high-level consultancies and leadership advisory firms across Australia.
Recognised for her proactive style and sharp big-picture thinking, Stephanie excels at streamlining complex initiatives, supporting our regional population strategy, and key cultural & economic designations. Dan McWilliams
Dan is an experienced executive support professional and coordinator with a background in governance, stakeholder engagement and organisational operations. He has worked within federal agency, state and local governments, and most recently supported the Director and senior leadership team at the Queen Victoria Museum and Art Gallery (QVMAG) for the City of Launceston. Dan is known for his pragmatic approach, bringing a strong focus to maintaining stakeholder engagement while keeping projects moving through complexity to completion. He is motivated by initiatives that contribute to regional growth and strong community outcomes.

Sarah Blacklock
Sarah began her performing arts career in Sydney with Belvoir Street Theatre and The Performance Space before moving to Japan for television production. Returning to Australia, she continued working in film, television, and visual arts, collaborating with renowned artist Rosemary Laing and serving as plenipotentiary at Grantpirrie Gallery. Shifting to corporate, she contributed to the St Vincent de Paul Society before leading Design Tasmania as CEO, driving innovation in design. With deep expertise in production and the arts, she is committed to creative practice, sustainability and the not-for-profit sector.
